The FPDA is indeed a perfect complement to other regional defense agreements, including the ASEAN Defense Ministers` Meeting, the Malacca Straits Patrol, and U.S. Defense Partnerships. This month, Britain, Australia, New Zealand, Malaysia and Singapore completed Exercise Bersama, an annual military exercise under the umbrella of the Five Power Defense Arrangements (FPDA), a non-binding defense pact. Decades after its inception in 1971, regional geopolitics changed with the defense forces of each FPDA member. Ministers noted that several FPDA activities have been carried out since their last meeting in 2006. They welcomed the good progress made in developing more joint and combined activities, and noted in particular the success of the first major joint exercise of the FPDA, Suman Protector, in 2007. “The enemy we face is the same – they don`t have silos, they don`t work by geopolitical considerations,” he said. “The way forward must be more inclusive.” Datuk Seri Hishammuddin added that the FPDA “is even more important today than ever.” In a joint statement, the Heads of State and Government also said that the FPDA would improve its compliance programme towards third countries by promoting transparency. “As a well-established multilateral security framework, the FPDA plays a unique role in Asia,” said John Moore, then Australia`s Defence Minister. .
